1. SABER认证简介
全称：Saudi Product Safety Program（沙特产品安全计划）
管理机构：沙特标准、计量与质量局（SASO）
实施时间：2019年1月1日起强制推行，取代原SASO CoC认证。
核心目的：确保进口商品符合沙特技术法规，保障消费者安全，简化清关流程。
适用国家：主要针对出口至沙特阿拉伯的产品，部分要求延伸至海湾合作委员会（GCC）国家。

 

2. 认证产品范围
SABER认证覆盖22大类产品，包括但不限于：

汽车及配件：轮胎、刹车片、安全气囊、儿童安全座椅

玩具和儿童用品：塑料玩具、婴儿推车、学步车
食品接触材料：餐具、食品包装容器、厨房用具
个人防护设备（PPE）：安全帽、防护手套、护目镜
新能源产品：太阳能电池板、逆变器
注：部分高风险产品（如医疗器械、药品）需额外申请SFDA认证。

3. 认证流程（分阶段）
阶段一：产品符合性验证（PCoC）
a.注册账号：在SABER平台创建企业账户。
b.提交申请：填写产品信息（HS编码、型号、技术参数），选择认证机构或认证咨询公司。
c.文件准备：
-测试报告（需ISO 17025认可实验室出具，符合沙特标准如SASO、GCC标准）。
-产品照片、说明书（阿拉伯语/英语双语）。
-制造商ISO9001证书（根据产品类别）。
d.审核与发证：认证机构审核通过后签发PCoC证书，有效期1年。

 

阶段二：装运符合性验证（SCoC）
a.提交出货信息：每批货物出口前，在SABER平台提交发票、装箱单、提单。
b.支付费用：按货物价值缴纳SCoC认证费。
c.获取SCoC证书：认证机构审核后颁发SCoC证书，海关清关必备文件。
